Open Records Policy

Procedures for Obtaining Records:

  1. Request for access to a public record may be made orally or in writing to the legal custodian of the department believed to have the records desired. Upon receiving the request, the legal custodian, if not the City Clerk, shall notify the City Clerk.
  2. Request for access to, and inspection of, any public records may be made during City Hall hours, Monday through Friday, 8:00am to 4:30pm, exclusive of holidays.
  3. A request for access to a public record must reasonably describe the record sought. If the City Clerk, after conferring with the City Attorney and City Administrator, determines that a written request is so general as to be unduly time consuming, the party making the request my first be required to itemize his or her request which would permit reasonable compliance.
  4. The City Clerk shall either fill the request as soon as practicable and without delay, or notify the requester of the authority’s determination to deny the request in whole or in part with reasons for denial.

Open Records Law

Description of Organization: The Office of the City Clerk - City of Elkhorn, Wisconsin

Information may be obtained from the Records Custodian at the Office of the City Clerk, City Hall, 9 S. Broad Street between the hours of 8:00am and 4:30pm, Monday through Friday, excluding holidays. Records stored at other locations will be available within 48 hours after a notice of intent to inspect or copy a record is made. Copies of records may be obtained by payment of the following fees:

Bonding/Borrowing Records Meeting Notices
Council/Committee Minutes Ordinance/Resolution Records
Common Council Records Publication Records
Deeds/Abstracts Voter/Election Records
License Records Other Records relating to City Clerk's Office functions
$.25 per page for photocopying, labor costs for search and retrieval if exceeds $50 or mailing if applicable
