The Finance Director and City Treasurer are responsible for the
accounting, reporting and management of the City’s financial
activities, including the Electric, Water, Sewer, Solid Waste
utilities. Daily activities include accounts receivable, accounts
payable, payroll, general ledger, cash management, account
analysis and budgetary and accounting control.
The City financial operations are organized and managed on the
basis of funds and account groups with resources being allocated
across various individual funds. The Finance Director/City
Treasurer monitors these funds including the General Fund, Special
Revenue Funds, Debt Service Funds, Capital Funds, Enterprise Funds
and Trust/Agency Funds. The Economic Development Revolving Loan
program is the responsibility of the Finance Director and Treasurer.
The Finance Director and City Treasurer are responsible for
collection of tax payments. Tax Bills are mailed out mid-December
to property owners following the approval of the City budget. The
first payment or payment in full is made to the City of Elkhorn by
January 31 of each year. Any remaining balance is paid to the
Walworth County Treasurer by July 31 of each year. For more

Walworth County’s website. General Property Tax income
of $2,937,654 in 2007 accounted for approximately 12% of the total
revenue stream. Total expenditures include Capital Improvements,
Vehicle/Equipment Replacement and Debt Service.
