Market Street Resurfacing

As part of the Bipartisan Infrastructure Law (BIL), the City of Elkhorn has received funding from the Wisconsin Department of Transportation (WisDOT) for the resurfacing of Market Street between Court Street (STH 11) and Wisconsin Street (STH 67). Please see attached Project Location Map. The purpose of the project is to address the deteriorating pavement condition and the decreased ride quality along this 1‐mile segment of Market Street.  The proposed project includes full depth milling of the existing asphalt pavement and full depth resurfacing with a minimum of 4‐inches of new asphalt pavement. Other improvements include removing and repairing damaged curb and gutter, curb ramp and ADA updates, new pavement marking and roadway signage updates.  The existing sidewalk on both sides of the roadway will remain in place. The ground disturbing footprint may extend up to 3 feet beyond the existing curb ramps to facilitate ADA updates. Construction is anticipated for 2023, and through traffic will be routed with a detour. Local and emergency vehicle access will be provided.  Kapur & Associates, Inc. has been retained by the City of Elkhorn to provide engineering design services, prepare construction plans, and solicit feedback from interested parties. As part of this project, engineering field work will be conducted by field survey crews beginning in June 2022. Typical field survey operations will include collecting topographic information and setting vertical and horizontal control points. It may be necessary for our crews to enter upon your property, but no one will need to enter your home or garage. We ask for your cooperation so that we may obtain accurate information. The locations of the field work are NOT an indication of where possible improvements will ultimately be constructed. Per State statute 84.01(10), WisDOT or its authorized representatives may enter private lands for the purpose of making field surveys or inspections, and we ask for your cooperation in helping us with the data gathering efforts for this project.  While some instruments of public involvement will not be feasible due to the condensed timeline of this project, we are still seeking the input of interested parties and property owners.
