Elkhorn Committees & Commissions

  • COUNCIL REP:  Ken Meinel

  • Members consist of seven members with at least three citizen members and an Alderman appointed by the Mayor and confirmed by the Council. The Alderman is a voting member. The City Engineer serves as an ex-officio member. Three year terms expire May 1.
  • All members of the Council and the Mayor attend the Committee of the Whole. President of the Council is the Chairman.
  • The purpose of the Committee of the Whole is to discuss and make recommendations for approval at the Council level concerning broader issues, especially in the area of policy making. These issues require discussion by all members rather than specific standing committees.
  • MEMBERS:  Chair - Gary Lee Payson Jr., Members - Scott McClory and Ken Meinel
  • ​The committee handles matters of general financial management practices, debt administration, budget preparation, insurance and risk management, general administrative practices, Municipal Code provisions as it pertains to Finance, ordinance initiatives and general operating costs.
  • The committee is likely to meet on Mondays at 5:30 p.m.
  • MEMBERS:  Chair - Ken Meinel, Members - Kurt Harkness and Alderperson District 1 (currently vacant)
  • The committee handles matters relating to the operation, maintenance or improvement of streets/alleys, municipal buildings, water distribution systems, wastewater collection system, electric power distribution systems and park facilities.
  • The committee is likely to meet on Mondays at 5:30 p.m.
  • MEMBERS:  Chair - Ronald Dunwiddie, Members - Scott McClory and Alderperson District 1 (currently vacant)
  • ​The committee considers matters related to proposed legislation (ordinance) impacting upon the City and its residents, review existing ordinances and proposed amendments to the Municipal Code, and considers matters pertaining to general licensing and permitting. The Legislative and Regulatory Committee reviews all liquor licenses and is the duly authorized committee to institute revocation or suspension proceedings.
  • MEMBERS:  Chair - Scott McClory, Members - Ron Dunwiddie and Gary Lee Payson Jr.
  • ​The committee considers those matters relating to personnel policies and practices, compensation administration, labor relations, collective bargaining and employee relations.
  • The committee meets on an as needed basis.
  • The committee consists of three Council members with one selected by the Mayor as the chairman. The City Administrator attends.

 

  • MEMBERS:  Chair - Ron Dunwiddie, Members - Kurt Harkness and Gary Payson Jr.
  • ​The committee considers matters relating to emergency medical services, code enforcement, health/safety issues, and traffic/parking. Additionally, the committee shall serve in an advisory capacity with respect to matters concerning police and fire operations, except where such matters are the direct responsibility of the Police and Fire Commission.
  • The committee meets on an as needed basis.
